LADWP and many Valley cities require a water-fill permit and a one-time-fill plan. We handle the paperwork and time the fill correctly. Once filled, modern pools with covers actually use less water per year than the lawn they replace.
Yes. Title 24 (effective January 1, 2026) requires that gas heaters can no longer be the primary heat source on new pools or major remodels - the primary must be a heat pump, solar thermal, or other approved renewable. Gas is allowed only as a backup. Every Locali pool ships with a code-compliant heat pump as primary heat source. We handle the energy compliance form for you.
Yes. About 40% of our pool clients add a pool deck plus a built-in BBQ or outdoor kitchen in the same build. Sequenced together, it is faster and roughly 15-20% cheaper than building them separately.
Every concrete pool needs a building permit, plumbing permit, electrical permit, and an energy compliance form. Hillside pools may need a grading permit + soils report. Pools within 5 ft of a property line need a setback variance. Locali pulls every one of these.
1-year workmanship warranty on labor and installation, 10-year structural warranty on the shell, plus full manufacturer warranties on equipment (Pentair, Jandy, Hayward) and finishes (Pebble Tec, NPT plaster). Specifics in your project contract.
Yes. The in-yard design consult is free and includes honest cost ranges, feasibility, and a verdict on whether your lot supports the design you want. If we move forward together, the $2,500 3D rendering is on us.
Resurface only (drain, chip, replaster or pebble): 1-2 weeks. Resurface + tile + coping: 3-4 weeks. Full remodel including equipment, deck, and water features: 6-8 weeks. We sequence material orders and inspections in parallel so the calendar does not stretch.
If your plaster is rough and stained but the tile, coping, deck, and equipment still look OK, a $7K-$15K resurface gets you a brand-new feel for the lowest cost. If you have multiple failure points (tile, coping, equipment, deck), bundling them into a full remodel for $40K-$80K is faster and ~15-20% cheaper than doing each piece separately. We will walk your pool and tell you straight.
Plaster: cheapest, 5-10 year life, white only. Diamond Brite: quartz aggregate, 10-15 year life, sandier feel. Pebble Tec: industry standard pebble, 15-20 year life, slightly textured. Pebble Sheen: smaller pebble, smoother feel, modern look. PebbleFina: smoothest, premium tier. For Valley pools we usually recommend Pebble Sheen or PebbleFina - the longer lifespan saves money over two resurface cycles.
Yes. The LADWP Consumer Rebate Program pays $500 per variable-speed pool pump (one per home). Every modern pump we install qualifies, and we fill out the rebate paperwork for you on the day of install. You will see the rebate on your LADWP bill within 8-12 weeks.
Usually yes. The pool shell itself - the concrete or gunite structure - is the long-life part and is almost always salvageable. What ages is everything attached to it: plaster, tile, coping, equipment, deck. We have brought back pools from 1965 to 1985 in the Valley with no shell rebuild. If the shell does have structural issues we will tell you honestly before we start.
No. We coordinate access with you on day one, set up dust control, and run the project crew-by-crew. You will get daily progress photos and a weekly site walk if you want one. Most owners are at work during the build.
