Permit Process in LA County: What Homeowners Need to Know

Permits are the least exciting part of any construction project, but they are arguably the most important. Work done without proper permits can result in fines, forced removal, and serious problems when you try to sell your home.

What Requires a Permit in LA County?

Almost any structural work, electrical work, plumbing changes, or new construction requires a building permit. This includes: room additions, ADUs, kitchen and bathroom remodels (if moving plumbing or electrical), patio covers and pergolas (attached to the house), pools and spas, retaining walls over 3 feet, and new fences over 6 feet.

What Does Not Need a Permit?

Cosmetic updates like painting, flooring replacement (without subfloor changes), and cabinet refacing generally do not require permits. Freestanding structures under 120 sq ft that are not for habitation may also be exempt, but always verify with your local building department.

The Process

Step 1: Hire a licensed contractor. They should handle the permit process for you. If a contractor suggests skipping permits, that is a major red flag.

Step 2: Plans are drawn and submitted to the city or county building department. For simple projects, this can be over-the-counter (same-day approval). Complex projects go through plan check, which takes 2-6 weeks.

Step 3: Corrections may be required. The plan checker reviews for code compliance and may request changes. One or two correction cycles is normal.

Step 4: Permit is issued. Construction can begin.

Step 5: Inspections happen at key milestones — foundation, framing, rough plumbing/electrical, and final. Each must pass before proceeding to the next phase.

Common Pitfalls

The biggest mistake homeowners make is starting work before permits are approved. Building inspectors can issue stop-work orders, and unpermitted work may need to be torn out. The second most common mistake is not budgeting enough time — plan for 4-8 weeks for permit processing on major projects.

The permit process protects you. It ensures your project meets safety codes, structural requirements, and zoning laws. A reputable contractor will never ask you to skip this step.
